Description

Each torrent (class TrackerClient?) keeps its own data about the availability of a tracker, and its own counters on when to give up and assume a tracker is down. We should have a global view for all trackers, across all torrents, so we don't hammer away attempting to contact a tracker that some other TrackerClient? already knows is down.
